Frank Leonard’s years of experience in local government assists elected leaders and management officials achieve strategic objectives. In addition to his elected positions at Saanich and the Capital Regional District, his leadership roles at the Union of BC Municipalities and the Municipal Finance Authority has given him ‘on the ground’ perspectives on regional issues within BC.
