In addition to his elected positions at Saanich and the Capital Regional District, his leadership roles at the Union of BC Municipalities and the Municipal Finance Authority has given him ‘on the ground’ perspectives on regional issues within BC. Frank’s service on the Community Charter Council, contribution to the Regional Growth Strategies Act and advisory roles on updates to the Local Government Act lets him assist clients on not only the content of the legislation but the intent.

A regular panelist for the Local Government Leadership Academy, Frank Leonard is often quoted as a mentor for elected officials around BC. His presentations at management and finance officers’ conferences have been well-received as he breaks the code of how elected boards and councils ‘think.’ Frank’s ‘Seven Rules’ for governance, decision making and outcomes has a lasting impact on every session he leads.

“Frank is grounded by his past business experience – when this is combined with his significant contribution to local government there is a rich background of real life experience that emerges.

Our clients have found his strategy sessions to be the ‘straight goods’, trustworthy, honest and helpful.”
